Profile of the Chairperson:

Hon. Philister Baya Lawiri is a graduate of Rural Development from the University of Juba. She also holds post graduate Diploma and M.A in peace and Development from the same University. Prior to her appointment as Chair of the Civil Service Commission in 2010; she was Administration and Human Resource Manager in Ivory Bank. She previously was Director of Establishments and Training in the Council for the South in Khartoum until its dissolution in 1991.

Ms. Baya is a Public administrator with extensive experience in Human resource development, who has served in various administrative capacities in the Sudan Civil Service.

Prior to the secession of South Sudan she was a Member of the National Elections Commission of Sudan that governed Sudan’s 2010 general elections. Ms Baya is a long time peace and social justice activist and had written several articles on peace issues while living in displacement in Khartoum during the war. She was one of the (10) authors of the Tragedy of Reality: Southern Women Appeal for Peace (1999), and Political Conflict in Gender participation in the governments of Sudan, Lambert Academic Publishing, Germany, 2010. She is also the founding Chairperson of Southern Women Solidarity for Peace Organization in 2000.

A Civil Service that is impartial, responsive to the needs of the people, effective and efficient in service delivery.

Mission:
To advice the Government institutions on human resource practices, formulation and execution of public service laws and regulations related to employment and employees, monitor and evaluate performance of public institutions, and promote democratic principles and values to ensure equity and meritocracy in the Public Service.

Functions:

The following are the specific functions and duties of SSCSC as stipulated in the South Sudan Civil Service Commission Act, 2011.

  • Investigate, monitor and evaluate the organization, administration and personnel practices of the public service;
  • Propose measures to ensure effective and efficient performance within the public service;
  • Give direction aimed at ensuring that personnel procedures relating to recruitment, transfer, promotions and dismissals comply with the values and principles of public service as set forth in the Constitution and section 12 below of this Act;
  • Advise all Government Institutions on personnel practices, recruitment, appointment, transfer, discharge and other aspects of the public service;
  • Review the terms and conditions of service, standing orders, training and qualifications for public office, personnel management, development of the public service and to make recommendations to the Government on the same;
  • Guide and assist in the coordination of State civil service commissions;
  • Address any imbalances in the public service;
  • Scrutinize and evaluate, in conjunction with education authorities, foreign academic qualifications to determine their standards and authenticity;
  • Make recommendation regarding uniform laws governing the civil service;
  • Make recommendation designed to ensure that the policies connected with the terms of service, privileges and salary structure in civil service employment are implemented objectively and justly;
  • Coordinate with the Ministry, other commissions; and other interested parties, in order to achieve the equitable quality standards of performance needs in the civil service;
  • To recommend the principles and general policies connected with conditions of service and privileges and to submit proposal thereon to the president;
  • Follow –up on the implementation of relevant policies, recruitment laws and regulations;
  • Undertake research and studies on job evaluation, job grades, job specification, and performance evaluation and to issue the necessary questionnaires and forms for such purposes; and
  • Publicize studies, reports, and recommendations accepted by the President in respect to the public service reform in South Sudan.

The Commission is comprised of the following administrative units:

  • Research and Planning

Projects and Programs:

  • Authentication of the foreign academic credentials of the Civil Servants in collaboration with the Ministry for Higher Education.
  • Establishment of the three key departments of monitoring and Evaluation, Investigation and Grievances, and Research and Planning.
  • Strengthening of state Civil Service Commissions through training.
  • Field visits to State Civil Service Commissions
  • Audit review of pensions to determine compliance with mandatory retirement age.
  • Monitoring the compliance of the Civil servants with the Public Service Code of Conduct, 2007.
  • Public education on the mandate and role of the National Civil Service Commission in the Promotion of good governance.
