Hon. Philister Baya Lawiri
Profile of the Chairperson:
Hon. Philister Baya Lawiri is a graduate of Rural Development from the University of Juba. She also holds post graduate Diploma and M.A in peace and Development from the same University. Prior to her appointment as Chair of the Civil Service Commission in 2010; she was Administration and Human Resource Manager in Ivory Bank. She previously was Director of Establishments and Training in the Council for the South in Khartoum until its dissolution in 1991.
Ms. Baya is a Public administrator with extensive experience in Human resource development, who has served in various administrative capacities in the Sudan Civil Service.
Prior to the secession of South Sudan she was a Member of the National Elections Commission of Sudan that governed Sudan’s 2010 general elections. Ms Baya is a long time peace and social justice activist and had written several articles on peace issues while living in displacement in Khartoum during the war. She was one of the (10) authors of the Tragedy of Reality: Southern Women Appeal for Peace (1999), and Political Conflict in Gender participation in the governments of Sudan, Lambert Academic Publishing, Germany, 2010. She is also the founding Chairperson of Southern Women Solidarity for Peace Organization in 2000.
