Chairperson's Profile:

Hon. Gabriel Mathiang Rok holds a BA in Economics and Political Science from Makerere University, Uganda. He is the former Speaker of the SPLM National Liberation Council. He also previously served as a member of the National Assembly in the Sudan. He was also a Colonel in the SPLA.

Functions:

The South Sudan Fiscal, Financial Allocation and Monitoring Commission performs the following functions and duties:

  • Ensure transparency and equity in allocation of funds to states and counties according to established ratios
  • Guarantee prompt and timely transfers of block grants from the Ministry of Finance as well as conditional grants from RSS line ministries
  • Guarantee adequate sharing of resources and monitor utilization of funds in the states
  • Formulate policies for intergovernmental fiscal transfers to the states jointly with the Ministry of Finance and Economic Planning
  • Design an equitable formula of fiscal allocation to the states based on development indicators and population size
  • Ensure resources allocated to war affected areas are transferred in accordance with the agreed formula
  • Promote public information sharing
  • Collect, compile and publish all financial allocations transferred to all different levels of government
