Chairperson:
Hon. David Koak Guok

Profile of Chairperson:
Hon. David Koak Guok was previously the Minister for Administration in Upper Nile state. He also served as a member of the Southern Sudan Legislative Assembly (SSLA) in Juba between 2005-2009.

Functions:

• To review and develop relevant concept of Local Government systems that promote self rule at the local level.
• Review and report to the President on the conditions and quality of services delivered to the people in their communities.
• Design capacity development programs for local government authorities in South Sudan.
• Coordinate local authority’s administration and service delivery.
• Preparation of Local Government bills including the Local Government Act.
• To perform any other function as may be determined by law.
• Recommend to the President of the government of the Republic of South Sudan necessary policy guidelines for local authority’s policy making and adaptation of appropriate measures for the initial establishment of Local Government.

Structure:

Headed by the Chairman and supported by the Board members. The executive organ include: the Undersecretary, the Director General of Administration, the Director General of Finance, the Director General of Planning and Programmes, and the Director of Planning and Training. This also includes the HR and Accounting Department all staffed.

Projects and Programs:

• Enhancing the capacities of Local Government administrators;
• Health, Education and sanitation and water purification for safe drinking;
• Construction and renovation of counties facilities;
• Training of counties councillors;
• Planning and Budgeting for counties administrators; and
• Publication: Publication of Local Government ct 2009 and its dissemination.
