Chairperson's Profile:

Justice Biong is a researcher and expert on customary law and traditional justice systems reform and development in South Sudan.He wrote a number of academic papers and made numerous presentations on the inter-face of both the traditional and statutory legal systems and the challenges of establishing a sound legal framework for the newly born State of South Sudan.

Before his appointment to the current position (September,2010), Justice Biong served as the Chairperson of the Law Review Commission, Under-Secretary, the Director for Training and Research in the then GoSS’ Ministry of Legal Affairs and Constitutional Development (2006-2010), President of the High Court in Greater Equatoria (1995-2000) and Circuit 2 based in Rumbek (2000-2004) in the SPLM liberated areas. He also served as a legal and military officer in various SPLA units and command areas (1986-1991).

Mission:

The Public Grievances Chamber of the Republic of South Sudan strives to Promote Fair and Effective Administration, Combat mal-governance through Inspection of the performance of Government institutions, Independent and Impartial Investigations, Resolution of Complaints and raising Public Awareness.

Vision:

A Republic of South Sudan where Administrative Action by Government and its Agencies is Fair, Effective, Efficient and Accountable.

Mandate:

  • Address public grievances generally in the country;
  • Consider complaints relating to grievances suffered by citizens in relation to government institutions;
  • Without prejudice to the jurisdiction of the Judiciary, work all over South Sudan to remove patent injustice, clear away grievances and assure efficiency and purity in practice;
  • Inspect the performance of the government institutions in such away as may avail the scientific evaluation and reveal the aspect of failure and/or achievement;
  • Investigate complaints and alleged grievances; and
  • Make recommendations or propose remedies to the President of the Republic and/or to the National Legislature.

Functions:

The South Sudan Public Grievances Chamber performs the following functions and duties:

  • Redress grievances from members of the public that feel mistreated by government institutions after they have exhausted all stages of litigation
  • Propose or recommend remedies to RSS President
  • May propose measures to the South Sudan Legislative Assembly for efficiency and probity of government institutions.
