Profile of Chairperson:

Hon. Dau was born in 1963 in Ajoung, Twic East County, Jonglei State. He is married. He holds a bachelors degree of Arts in Social Sciences, Sociology and Political Science from Catholic University of Eastern Africa – Kenya. He is currently the Member of Parliament in the National Legislative Assembly (NLA) for Twic East Constituency. He is currently a member of the National Liberation Council of SPLM and held the position of Chairman of Refugee Camps in Kakuma, Kenya form 1992 – 1997.

Functions:

The South Sudan War Disabled, Widows and Orphans Commission performs the following functions and duties:

• To initiate, formulate and promote policies and legislation/programs for the protection, care and welfare of persons with war related disabilities, war widows and war orphans;
• To advice the Government of the Republic of South Sudan (RSS) on the most effective modalities for implementation of such policies and programs.

Structure:

Commission Policy Board

This is the top policy and decision making organ of the national commission which is comprised of:

• The Chairperson of the commission who is also the Chief Executive Officer
• The Deputy Chairperson
• The three (03) Commissioners/Members

The Executive Board comprises of:

• Director General for Administration and Finance
• Director General for Operations
• The Legal Advisor
• State levels.

The Policy/Executive Board is entrusted with governance and leadership of the commission. It is charged with the responsibility of ensuring overall quality and cost effective service delivery and maintenance of a positive image while exercising integrity and sound judgment in directing affairs of the commission. The Board performs among others the following duties:

• It’s responsible for effective and prudent management and strategically directs all affairs and functions of the commission in the fulfillment of the mandate, program goals, targets and objectives for which it was established.
• Propose legal instruments i.e. bills and/or policies to the government and national parliament to ensure that an appropriate law governs the commission.
• Accountable to the President of the Republic of South Sudan and the National Legislative Assembly on the performance of the commission in accordance with the Law and Policy governing the commission.
• Lobbying and advocacy with various stakeholders and development partners for the support of vulnerable groups in South Sudan.
• Maintain linkages and collaborate with the Office of the President of the Republic of South Sudan, relevant government ministries/institutions and partners locally or internationally willing to support activities of the commission.

Directorate of War Widows

• Provision of economic empowerment (grants) e.g. Tailoring trainings Provision of tri-cycles Peanut butter machines Water pumps for irrigation of small vegetable farms etc
• Training on management of Income Generating Activities
• Facilitation of support for treatment of terminally ill war widows.

Directorate of War Orphans

• Educational support
• Livelihood support and facilitation of vocational trainings
• Data collection on orphans in basic and secondary schools
• Treatment/medical support

Directorate for Projects and Capacity Building

• Enhance the capacity of beneficiaries by providing, facilitating and supporting relevant trainings on various livelihood and vocational skills for self growth and human development initiatives.
• Management of information systems of the vulnerable groups through regular data update, maintenance and improvement of database of martyrs, war widows and war orphans.
• Streamline, strengthen and build capacity of staffs of the commission to enhance efficiency and effectiveness.
• Coordinates all commission’s projects and training programs and activities.

States Coordination Offices

• General management of the State Coordination Offices across the ten States of the Republic of South Sudan.
• Liaison with State Governments, authorities and relevant stakeholders and partners on matters of the vulnerable people i.e. War Disabled, War Widows and War Orphans.
• Coordination and supervision of all activities, projects and programs of the commission within the state to the community levels in the country.

Projects and Programs:

• Construction of Sixty (60) affordable shelters (Low Cost Houses) for the most vulnerable category of war disabled and widows in Western Bahr El Ghazal, Jonglei, Eastern Equatoria, Lakes, Northern Bahr El Ghazal and Central Equatoria State.
• Tri-cycle piago vehicles (Provision of Modified Motors) project in the ten south Sudan states for transportation and income generation.
• Establishment and promotion of small scale Income Generating Activities/Projects in the States.
• Tailoring and dress making training.
• Facilitation of medical care (treatment) and physical rehabilitation of war disabled persons.
• Provision of livelihood support to war disabled, widows and orphans.
• Provision of social welfare services to groups in need of special care (war disabled, deaf, and blind people, war widows and orphans);
• Facilitation of physical rehabilitation services to the amputees (War Disabled) in collaboration with partners and other line ministries.

Empowerment of the Vulnerable groups (beneficiaries):

• Empowerment of the vulnerable groups (beneficiaries) in South Sudan (War Disabled, Widows and Orphans) by capacity building and trainings on income generating activities and vocational or life skills.
• Formulation of policies and draft of bills.
• Lobbying and advocacy with the key government institutions and relevant stakeholders and/or NGOs for employment opportunities and representation of the war victims in National and State Assemblies.
• Social protection which covers, Construction of national affordable housing projects (Low Cost Houses) for the most vulnerable war widows and war disabled and Grant SEED (Social Economic Empowerment and Development)
• Coordinating support as an economic empowerment strategy through provision of grants for various income generating activities.
• Database, documentation and information management systems. Establishment, maintenance and keeping of up to date database for war martyrs, widows, disabled and orphans in South Sudan.

Projects undertaken:
