Public Service and Human Resource Management

Vision:

The vision of the ministry is founded in the Interim Constitution of South Sudan, Article 142 (1) which lays out the values by which the Public Service shall be governed. So our vision is to create a responsive, well managed and accountable Public Service.

Mission:

To Provide policy guidance, regulatory framework and develop institutional and human resource capacity for effective delivery of services to the public.

Mandate:

To build and manage the capacity of the RSS public service for effective and efficient delivery of services and where necessary regulate the operations of the private sector labour market.

Functions:

In fulfilling its mandate, the Ministry of Public Service and Human Resource Development will endeavour to establish an inclusive, impartial, responsive and efficient Public Service in a manner consistent with national priorities, values and cost-effective service delivery. This will be executed through the following core functions:

  • Safeguarding and protecting the interests of employers and workers by enforcing labour and employment laws and subsidiary legislations.
  • Establishing institutional arrangements for reconciliation and redress of disputes and grievances in work places.
  • Formulating regulations for and supervising the formation of workers’ trade unions.
  • Inspecting terms and conditions of employment to ensuring compliance with the relevant labour laws and regulations.
  • Inspecting work places and promoting voluntary compliance with best practices in occupational safety and health regulations in all work places.
  • Providing support and guidance to States’ Labour Offices to enable them to effectively execute their roles and functions.
  • Putting concrete measures in place to eliminate child labour.
  • Developing national policies aimed at promoting quality and relevant technical vocational training and building competencies needed in developing the vocational education sector in the Republic of South.
  • Establishing and overseeing the operations Vocational Training Institutes nationwide.
  • Regulating the employment of aliens and approving issuance of work permits.
  • Determining, in collaboration with relevant Government Ministries and Institutions, organizational and structural changes needed to improve the efficiency, effectiveness and affordability of the Public Service.
  • Initiating, developing, implementing and reviewing of civil service reform programmes in the Republic of South Sudan public service institutions.
  • Undertaking and overseeing the appointment, conditions of service, promotions, discipline and termination of Service Personnel of the National Government.
  • Creating and maintaining a human resource data-base of the National Government Public Service.
  • Developing and managing the Republic of South Sudan Public Service Payroll.
  • Developing policy and standard practices for records management in the public service.
  • Initiating the formulation, review and implementation of National Government Public Service and Pension Laws and Regulations.
  • Exercising oversight responsiblity over the management of the Public Service Pensions Funds and the Social Insurance Scheme.
  • Ensuring the participation of women in the Public Service to the mandatory level stipulated in the Transitional Constitution of South Sudan.
  • Providing technical assistance and other support to the States and Local Governments in order to enhance the performance of their Public Services.
  • Preparing and approving the proposed personnel budgets (works pay, salaries and allowances) of all Ministries and public institutions of the RSS.
  • Developing and executing a human resource development strategy for the South Sudan public service.
  • Conducting training needs assessments in the national public service institutions and developing and executing appropriate interventions through training and capacity development programmes.
  • Managing and coordinating public service training and capacity development programmes and activities to assure quality, timeliness, effectiveness and efficiency in the delivery and utilization of training funds.
  • Installing performance management systems in the civil service.
  • Establishing a public service Management Development Institute and overseeing its management.
  • Establishing a credible Recruitment Board and overseeing its operations.
